[1] David Melding: Good afternoon, everyone. Welcome to this meeting of the Constitutional and Legislative Affairs Committee. I do expect a full attendance of the committee, as long as Members have been able to battle through the adverse weather conditions. So, I’m sure our colleagues will join us later. And, as I speak, colleagues join us. You’re in time even for the housekeeping announcements, and I know how much you look forward to them.

These proceedings will be conducted in Welsh and English and, when Welsh spoken, there is a translation on channel 1. Channel 0 will amplify our proceedings.

[6] David Melding: Then there’s subordinate legislation that raises issues under Standing Order 21.7, and that’s statutory guidance in relation to violence against women, domestic abuse and sexual violence. Are we content? Okay.

[7] David Melding: We move to papers to note. There’s a letter from David Lidington, the Minister of State for Europe, outlining why he’s not able to attend an evidence session. We might want to discuss this further when we deliberate on our next stage in terms of the EU inquiry. Paper 9 is the Wales Governance Centre and Constitution Unit report, ‘Challenge and Opportunity: The Draft Wales Bill 2015’. It’s a very useful report and it does quote our work quite extensively. I’m sure that Members will be pleased to see that. There is a copy of the letter from the Minister for Health and Social Services on the public health Bill, responding to the recommendations. I don’t think there’s anything startlingly unexpected in the response, but it’s there for you to note. Then, the final paper to note is a transcript of the Welsh Grand Committee, which met on 3 February to discuss the draft Wales Bill. It’s just for your general information, but, again, our work was referred to quite extensively in the debate.
